GOS Consulting is a collaborative business, run by Gita Sorensen, but using a large group of highly qualified and experienced consultants and subject-matter experts.

Projects are staffed to meet the client’s specific needs, selecting for a large pool of expertise and experience.

GITA SORENSEN

GITA SORENSEN is the founder of GOS Consultingspecialising in regulatory strategy and policy, competition analysis and commercial strategy. She has more than 30 years’ experience incl. 12 years in senior management and director roles. Gita has assisted fixed and mobile operators, service providers, governments, regulators, suppliers and investors worldwide. She has led regulatory reform processes and regulatory appeals. 

LIZ BATES

LIZ BATES is a senior policy and strategy advisor who has worked extensively in the communications sector, in consulting, for Ofcom and for central Government. She understands the policy-making process and has played a leadership role in many high profile, major projects. She is experienced in case-making, strategic analysis, policy development, economic regulation and interdisciplinary collaboration.

At Ofcom Liz led major projects such as the development of a new Broadband Universal Service Obligation and Ofcom’s first Innovation Day, exploring the use and potential of Open Data for improving consumer outcomes. She has worked for DCMS on digital infrastructure projects and spent 15 months in HM Treasury’s Digital Infrastructure and Media unit. As a consultant, she has worked on regulatory strategy, disputes, due diligence and other projects for public and private sector clients in the UK and around the world.

RICHARD CADMAN

DR RICHARD CADMAN is the founder of SPC Network and works closely with GOS Consulting. He is an economics, policy and regulatory affairs consultant specialising in the regulated sectors, especially electronic communications. His work has included market analysis, economic assessment of markets and advising firms on public policy and regulatory developments. Richard holds a PhD from the Centre for Competition Policy (CCP) in the UK.

DR. MATTHIAS HALFMANN, MBA

DR MATTHIAS HALFMANN has more than 25 years of telecoms experience and provides clients with a powerful combination of skills and experience. Matt has a Ph.D. in Telecoms Engineering which he complements with financial and business modelling expertise through his MBA. He specialises in regulatory policy and cost modelling and has worked on a broad range of different projects including strategic market assessments, regulatory studies and business modelling for operators, regulators and vendors in both, developed and emerging markets.

Matt received his doctorate title (comparable to Ph.D.) in telecommunications engineering from the University of Kaiserslautern, Germany in 1994. Since 1998, he holds an MBA from the Euro*MBA consortium (www.euromba.org)

DR BASHIR GWANDU

DR BASHIR GWANDU is the Chair of the Commonwealth ITU Group. He was the Executive Commissioner (Technical Services) of the Nigerian Communications Commission (NCC) and has chaired a number of ITU groups. Bashir advises Governments, regulators, international bodies and investors on regulation as well as technical and commercial market conditions. He holds several technical and engineering MSc degrees as well as a PhD in Electronic/Electrical Engineering and an MBA in Finance. 

TOM JAMES

TOM JAMES is a chartered accountant (FCA) with over thirty years’ experience in the telecoms and regulated utilities sectors.  From 2011 to 2019 he was Head of Regulatory Finance at BT Group, leading a team of specialists in regulatory financial reporting, analysis and modelling.  He has also held financial and regulatory roles in BT Global Services and other international telcos (Sky, Colt, euNetworks) and in utilities audit at Price Waterhouse. He has an in-depth understanding of the economic and financial techniques used in regulation, the practical issues in their implementation, and of wider strategic and financial matters.

JONATHAN KINGAN

JONATHAN KINGAN is a chartered engineer with over 20 years’ experience in the electronic communications sector, focusing on regulation and costing, corporate strategy, new ventures, business planning and technology. Having started his career in BT, he is now an expert in regulatory costing with significant experience of accounting separation, incremental costing, wholesale/retail pricing, and margin squeeze. 

ADRIANA LABARDINI

ADRIANA LABARDINI is an independent ICT lawyer and consultant, specialising in regulatory, policy and antitrust issues. She held the position of Commissioner from 2013 to 2018 with IFT, the Mexican regulator and antitrust authority. She served as Secretary of the Board of COFETEL, the former telecommunications agency (1999-2003) and practiced law in a major law firm, specialising in the areas of corporate, administrative and telecommunications law.

PAMELA LEARMONTH

PAMELA LEARMONTH is an external affairs specialist, with particular expertise in public policy and public affairs. With over fifteen years’ experience, Pamela has worked with organisations to navigate the impact of public policy on their businesses and promote how their offerings can contribute to public policy objectives. Pamela was previously CEO of the Broadband Stakeholder Group where she worked on a variety of policy issues including net neutrality, next generation broadband and online content regulation.

CIGDEM AYOZGER ONGUN

DR CIGDEM AYOZGER ONGUN is the Founder and Managing Partner of SRP-Legal Law Office, headquartered in Istanbul. Dr. Ongun has 20 years of extensive experience in Technology, Media and Communication Law, Financial Technologies, Commercial & Corporate Law, Competition Law and Data Protection & Privacy Law. She has authored a book on Personal Data Protection Law.

Dr. Ongun studied law at Ankara University Law Faculty. She obtained her LL.M. degree on Competition Law with studies at both Istanbul University and London School of Economics, and her PhD degree on Data Protection and Privacy Law from Istanbul University. Dr. Ongun also accomplished Koc University Executive MBA Program.

ANTONY SRZICH

ANTONY SZRICH has over 20 years of experience of finding solutions to competition and regulatory economic problems to grow consumer value and promote investment. His experience covers a wide range of problems from market structure reforms to isolated market problems for telecommunications operators, utilities and national regulatory agencies. He enjoys leading, exploring, and solving problems to find coherent, practical solutions and agreed positions. He keeps his bearings where there is uncertainty when searching for a way forward by maintaining transparent objectives, listening to others and following the path of sound economic reasoning informed by evidence.

WILLIAM WEBB

WILLIAM WEBB is the founder of Webb Search and works closely with GOS Consulting. He is an engineer by background with 30 years experience in wireless communications including seven years at Ofcom looking after technology and spectrum strategy, co-founding a start-up developing an IoT technology, being President of the IET and many years in consulting. He has six degrees including a PhD, MBA and three Honorary Doctorates, is a Fellow of the Royal Academy of Engineering and the author of 17 books.

Kevin Werry

KEVIN WERRY

KEVIN WERRY is a specialist in technical and operational aspects of telecoms regulation. He has worked in a regulatory authority and has helped set up new regulatory bodies and train the new staff. Kevin has direct experience across a wide range of issues including development of new wholesale interfaces, design and implementation of wholesale access services, spectrum allocation and management, submarine cable licensing, numbering and naming and interconnection of PSTN and IP networks.

Alison Hedger

ALISON HEDGER

ALISON HEDGER has over 25 years business consultancy and systems analysis experience in the IT sector. Alison’s skills include designing business and technical solutions to meet current and future business requirements, project managed delivery of solutions together with keeping stakeholders informed of project status. Alison brings her business, analytical, project management and communication skills to bear when working on projects for GOS Consulting.
